B2G Variant · 29 leads scored · 18 HOT · 8 WARM · 3 COLD · NSW + Federal procurement intelligence

Mega Signal
Federal AI Policy v2.1 published 21 October — every agency needs an AI use-case register, a named owner per use case and a completed impact assessment by 15 December 2026. That is 53 days.
The policy arrived in tranches across twelve months and the final tranche is the hard one. Paired with the DTA's new cloud guidance (21-Oct), the Joint Select Committee's sovereign AI register recommendation (final report 30-Nov), the TGA ruling that 8 of 12 AI scribes are probably medical devices (16-Oct) and NSW's attestation architecture (first attestation 31-Oct-2027), the market has decisively rotated from building platforms to proving they are safe. Federal ICT hiring confirms it: Analysis roles up 10 in thirty days, programme leadership down 11. This is the demand curve Vivanti is built for — and the first time the labour market has priced it correctly.

Signal — Published 22-Oct-2026 - one day before this run. Replaces an end-of-life licensing platform across 10+ licensing schemes, ~1.8 million licences and 5 million historical records. Decision 18-Dec-2026, so the RFI response window is the whole sales cycle.
Seeking platform software, implementation services, managed services or an end-to-end solution. Named platform preferences: Salesforce Public Sector Solutions, Objective RegWorks, Pega - explicitly open to alternatives. SCM0020 mandatory. Services scope covers solution design, configuration, customisation, integration, data migration, testing, training, change management, deployment and ongoing support. Respondents must describe commercial models and whole-of-life costs.
AI/MLPlatformsData & AnalyticsCustomerDigital
Vivanti Angle

The RFI asks for AI-enabled capability, but read what is actually hard here: five million historical records to migrate and ten-plus divergent scheme workflows to reconcile before any platform can go live. That is a data and process-modelling problem, and it is the work platform vendors routinely under-scope and then blame. Vivanti should respond as the migration and regulatory-workflow-modelling partner, with a named view on historical-record disposition and scheme consolidation sequencing. That answer is what separates a credible RFI response from a brochure.

Partner to position: Salesforce (Public Sector Solutions) as primary platform; Databricks for the regulatory data layer and migration reconciliation.

Agency: Digital Transformation Agency (whole-of-APS mandate) · Ref: DTA-AI-POLICY-v2.1 · Closes: n/a · Value: Whole-of-APS mandate (drives the $25.3M FY26 federal AI notice floor)
PIPELINE · no closing date · Tax & Finance
Signal — Version 2.1 published 21-Oct-2026 (page updated 22-Oct). Eight mandatory requirements. From 15-Dec-2026 every in-scope use case must have an assigned accountable owner, a place on the agency register, and a completed pre-deployment impact assessment. That is 53 days away.
Applies to all non-corporate Commonwealth entities, with the Defence portfolio and national intelligence community excepted. Requirements: designated accountable official, public transparency statement, agency strategic approach to AI, operationalised responsible AI process, per-use-case accountability, internal use-case register shared with the DTA every six months, mandatory foundational AI training for all APS staff, and a pre-deployment impact assessment covering fairness, safety, privacy, transparency, security and human-centred values.
AI/MLDigitalData & Analytics
Vivanti Angle

This is not a strategy engagement and it should not be sold as one. It is inventory, classification and evidence production against a fixed deadline - finite, repeatable, and priceable per use case. Most agencies will arrive at December with a spreadsheet, no assigned owners and no completed assessments. Vivanti should sell a fixed-fee 'register and impact-assessment sweep': inventory every AI use case, assign owners, run the DTA tool per case, produce the evidence pack and the six-monthly DTA submission. Six weeks, fixed price, per-use-case rate card.

Partner to position: No inference partner required - the deliverable is governance evidence. Anthropic and OpenAI appear only as model-inventory inputs.

Signal — Published 22-Oct-2026. Restricted to Advanced Prequalified suppliers under SCM0020 Category M (Systems and software) - a genuinely narrow field, and a gate worth clearing. Decision 01-Feb-2027.
Deliver a documented methodology ('cookbook') for transforming GSNSW geoscience data into OGC-compliant RDF knowledge graphs, plus a standalone cloud sandbox. Ontology models, standards-based controlled vocabularies and taxonomies, data cleansing and harmonisation workflows, GeoSciML where applicable. Must handle spatial, non-spatial and 3D/4D data, maintain provenance, and align with NSW AI, security and governance requirements. Natural-language querying is an explicit intended outcome. Explicit exclusions: property graph databases, agentic AI, generative AI and LLMs, confidential data, direct database integration.
Data & AnalyticsAI/MLPlatforms
Vivanti Angle

Semantic data architecture as an AI-readiness prerequisite - the layer almost no consultancy can actually staff. The exclusion list is the most useful sentence in the document: GSNSW has been pitched GenAI and agentic AI and has deliberately written them out. Lead with ontology and GeoSciML credentials and a working sandbox demonstration, and do not use the word transformation. The sandbox is the differentiator: a buyer who can touch a knowledge graph before signing is a buyer who signs.

Partner to position: Google Cloud for the sandbox and BigQuery/Vertex natural-language querying; Databricks for the lakehouse layer beneath the graph.

PIPELINE · no closing date · Public Sector
Signal — Letter to the Prime Minister dated 12-Oct-2026, signed by Labor chair Jo Briskey and Liberal deputy chair Senator Jonathon Duniam - cross-party. Hearings ran Canberra 14 and 16 October, Sydney 20 October. Final report due 30-Nov-2026. Government wants the sovereign AI register introduced by end-2026.
Recommendations: a coordinated national policy for sovereign Australian AI capability; national planning principles for AI infrastructure covering energy, water, telecoms and secure supply chains; 'strong pro-Australian government procurement guidelines' that leverage Commonwealth purchasing power; a register of sovereign AI companies with thresholds and definitions; critical AI infrastructure brought under the Security of Critical Infrastructure framework; labs to reserve compute for national security and university research and to give security agencies early access to frontier models.
AI/MLDigitalData & Analytics
Vivanti Angle

A procurement preference is about to be defined by a register whose thresholds are still being drafted. Every platform in Vivanti's partner portfolio - Google, Anthropic, OpenAI, Databricks, Snowflake, AWS, Microsoft - is foreign-owned. Vivanti is not. For the first time in this pipeline, that is a commercial asset rather than a footnote. Position as the Australian sovereign-delivery layer over foreign platforms: data residency architecture, model routing, assurance evidence, and a locally accountable prime. Build the narrative now, before the register thresholds are fixed and the ground is taken.

Partner to position: Platform-agnostic. This is a sovereignty and accountability play, not a vendor play.

Signal — Published 20-Oct-2026. SailPoint IdentityIQ replacement. Single accountable prime contractor or a clearly governed consortium. Decision 29-Jan-2027, completion 01-Feb-2027.
Enterprise cloud IAM and identity governance platform plus implementation partner: platform and licensing, professional services (discovery, design, configuration), migration from the existing IdentityIQ environment including identity data, policies, workflows, roles and integrations, integration with Oracle HCM, SINE, Microsoft Entra ID/M365 and key SaaS applications, testing, security assurance, cutover, rollback, transition, training, hypercare and optional managed support. Required capabilities: joiner-mover-leaver, access requests and approvals, access certification, role and entitlement governance, segregation-of-duties controls, audit evidence and reporting, lifecycle automation.
PlatformsData & AnalyticsCustomerDigital
Vivanti Angle

One clause carries the whole opportunity: the solution must provide 'a credible roadmap for privileged, external and non-human identities where these are not included in the initial scope.' That is the agent-credential problem written into a procurement document, and it is precisely what IGA vendors leave out of a standard proposal. Vivanti positions as the assurance and integration architect: segregation-of-duties design, audit evidence modelling, and the non-human identity roadmap. SOH has no internal identity practice - the prime will need one, and the prime will be short of time.

Partner to position: Microsoft (Entra ID) as the target-state identity plane; SailPoint for migration continuity. Declare the SailPoint relationship rather than hiding it.

Read this as a data-engineering procurement dressed as a threat-intelligence purchase: heterogeneous source ingestion, entity resolution, triage prioritisation, and defensible reporting into government. The requirement that will break most bidders is the auditability of triage decisions - why this signal and not that one. Vivanti's play is the enrichment and triage pipeline plus the evaluation harness that proves detection quality, which procurement consistently forgets to specify and then cannot audit. If Vivanti cannot prime in four days, partner with a threat-intel vendor and bid the pipeline layer.

Whole-of-Government Cloud Computing Guidance + six sovereignty tests

Agency: Digital Transformation Agency · Ref: DTA-CLOUD-GUIDANCE · Closes: n/a · Value: Policy instrument over a $33.6B Australian public cloud market in 2026 (+17.9% YoY)
PIPELINE · no closing date · Tax & Finance
Signal — Released 21-Oct-2026 - two days before this run. Sits under the Cloud-First policy in force since 1-Jul-2026, alongside the six sovereignty tests published 31-Aug-2026 for coordinated contracting arrangements.
New whole-of-government guidance intended to set agencies up for cloud adoption success. The six sovereignty tests assess foreign legal reach, operational control, decision-making authority, jurisdictional control and transparency. Google Cloud remains absent from the DTA's pre-cleared list, which currently carries AWS, Microsoft, IBM, Oracle, SAP and Rimini Street. Direct contracting for specific workloads remains permitted. Government data-centre space is leased through Data Centre Panel 3, which the six tests do not cover.
PlatformsDigitalData & Analytics
Vivanti Angle

New guidance, plus six tests, plus a Cloud-First mandate equals a live compliance question on every agency's existing cloud estate - and the platform Vivanti is deepest in is the one not on the list. That is uncomfortable and it is also the product. Sell a fixed-fee Sovereignty Position Assessment: map every non-listed workload, document the jurisdictional and legal-exposure position, and produce either a remediation plan or a defensible direct-contract rationale. Vivanti's independence is the asset here - declare the GCP relationship up front and the assessment becomes more credible, not less.

Partner to position: Google Cloud is the subject of the assessment, not the partner for it. Lead with independence; bring GCP in only at remediation.

EOIs of this shape are where the requirements get written. Whoever is in the room shapes the RFT that follows, and this one spans imagery acquisition, geospatial analytics and the cloud platform underneath. Vivanti should respond as the analytics and ML layer - imagery-derived intelligence, model assurance, and data governance for sensitive geospatial holdings - because the imagery vendors will cover capture and the GIS vendors will cover the map. Nobody covers whether the derived intelligence is defensible, and in a policing context that is the requirement that matters.

Partner to position: Google Cloud (Earth Engine, geospatial services) for the analytics substrate; Databricks for the feature and model layer.

TGA digital scribe review - 8 of 12 products likely medical devices, compliance action begun
HOT 76 P1
Agency: Therapeutic Goods Administration · Ref: TGA-AI-SCRIBES · Closes: n/a · Value: Compliance exposure across 12 reviewed products; NSW alone funds $38.7M of AI scribes for ~6,000 clinicians
PIPELINE · no closing date · Health
Signal — Findings published 16-Oct-2026 from a survey of ~100 suppliers (40 responses, 12 products reviewed). Eight of the twelve have functions likely to meet the medical-device definition; not one supplier had classified its product as a medical device. The TGA states some may be supplied in breach of the Act and has begun targeted risk-based compliance activity.
Products reviewed included Heidi, Lyrebird Health, Microsoft, Abby Health, Carepatron and iMedX. The TGA did not identify which products are likely devices, and did not test safety, performance, privacy or medical-device compliance. It found low supplier awareness of regulatory requirements. Guidance has been issued on when digital scribes are medical devices and when clinical decision support exemptions apply. Roughly two in five Australian GPs were using AI scribes according to an RACGP poll.
AI/MLData & AnalyticsDigital
Vivanti Angle

NSW Health is deploying $38.7M of AI scribes to around 6,000 clinicians. Eight of twelve reviewed products likely require ARTG inclusion. Any health service that has deployed a scribe now holds an unassessed regulatory exposure and a clinical-safety question it cannot answer internally - and the same problem exists in every private hospital group and aged-care provider. This is the highest-conviction new revenue line in this run: a short, fixed-fee assurance engagement that inventories deployed scribes, maps functions to device classification, documents intended-purpose boundaries, and produces the risk file. It is also a conversation that lands better from a third party than from the vendor.

Partner to position: None required - this is regulatory assurance. Microsoft only where the estate is M365 Copilot based.

TfNSW has quietly become the most reliable NSW buyer of digital platform work in this pipeline - this is the third TfNSW or Sydney Trains platform procurement in six weeks. The angle is not 'we do DXP'. It is the safety-critical content model and the field-usability constraint: a progressive web app used by protection officers in live rail corridors, across multiple devices and operating environments, with accessibility and record-keeping obligations attached. Vehicle routing is a solved algorithmic problem that councils keep buying badly, because they buy the map instead of the optimiser and the data underneath it. The programme preserves continuous physiological measurements - heart rate, blood pressure, oxygen saturation, respiratory activity, plus waveforms and device alarms - that were previously discarded after care was delivered. Immediate focus is a high-quality data foundation for clinical review, research and quality improvement, with eventual support for advanced visualisation, automated analysis and AI-enabled clinical decision support. Data integrity, privacy, cybersecurity and minimising disruption to clinical care are stated as central design constraints.

The platform vendor is chosen, so the product sale is gone - but the data foundation, governance and model-assurance layer is wide open. Signal — Analysis jumped +10 to 22 roles, the largest gain of any category. Management & Leadership fell -11 to 9. Architecture fell -7 to 7. Testing -5. Development is flat at 25 but Services Australia alone holds 14 of those (56%). Services Australia is the most active buyer overall at 31 roles, then NDIA 10, Health 9, Agriculture 7, AEC 7. Baseline clearance unlocks 60 of 95 roles; NV1 for 33.
Delivery is concentrated in ACT (88), VIC (62), QLD (58), NSW (49). Operations & Support +4 and UX/Design +3 are the only other categories growing.

Vivanti Angle

The market is paying a premium for people who can interpret and assure, and de-staffing the people who run programmes. That is the inverse of a transformation boom, and it is precisely Vivanti's positioning. Recruit, bench and pitch accordingly: analysis, evaluation and assurance capability rather than programme managers. Services Australia's dominance of development roles is also an account-planning fact - if Vivanti wants a federal beachhead, that is the agency.

A newly formed governance body is a buying signal six to nine months ahead of a tender. Prequalification Scheme: ICT Services (SCM0020)

Signal — The ICT Services Scheme is mandated for all suppliers delivering ICT goods and services to the NSW Government. It gates 14 of the 20 currently open IT opportunities in this report.
Categories matter more than membership. Several current opportunities require Advanced Prequalified status in specific classes - for example Category M (Systems and software) on the GSNSW data transformation RFT, and M02/M04/N02/R01 on the Sydney Trains RailSafe EOI. Membership without the right category is not access.

Two useful facts. First, DPHI wrote one of the most sophisticated AI procurement specifications in NSW - reuse its structure (document intelligence, compliance checking, case-based reasoning, auditability) as the template for every other AI proposal Vivanti writes. Second, a year-long unresolved evaluation on a flagship AI procurement is a procurement-risk story, and the next attempt will be scoped smaller and with more assurance content. 3. Competitive Landscape Analysis

Who is winning what, and where the incumbency actually sits.

Big Four federal footprint — FY26 year to date

EY$103M25%94-50%
Scyne (ex-PwC)$21M5%43-59%
Total$415M100%477-36%

The group total is down 36% year on year. But the aggregate hides the story: KPMG is the only firm holding share, and the reason is visible in its service mix, not its brand.

The number that matters most

Structural weakness
Computer Services is only 8% of Big Four federal spend ($32M of $415M). Management Support is 43% ($177M).
The Big Four are structurally weak in exactly the categories Vivanti competes in — platform delivery, data engineering, AI assurance. They win the advisory layer above the technology and part the work out. That is an opening, not a threat, but it also means head-to-head bids against them on technology scope are usually winnable on capability and price rather than on relationship.

What changed this month

Expiring pipeline — the addressable market

Closest structural competitor

Mantel Group remains the firm whose shape most resembles Vivanti's: GCP Partner of the Year ANZ (multiple years), Snowflake ANZ and APJ Services Growth Partner of the Year 2026, Databricks APJ Emerging Partner of the Year, AWS Partner of the Year ANZ. Where Vivanti differentiates is assurance, evaluation and regulatory evidence — the work Mantel's engineering-led model does not productise. Do not compete with Mantel on platform engineering; compete on the assurance layer above it, and partner where the platform work is unavoidable.

Why the 36% decline is not a demand signal

Read against the other data in this report, the Big Four decline is a mix shift, not a budget cut. Federal ICT labour hire rose 51% to $3.52B while APS vacancy notices fell 35%. AI-named procurement notices tripled to 109. Total consultancy rose to $860M. The money did not leave — it moved from large advisory programmes into smaller, more technical, more delivery-shaped engagements. That is the market Vivanti is built for, and it is why the median expiring contract value ($222,607) matters more than the headline totals.

4. Strategic Procurement Opportunities — Mega Signals

Policy and market-structure moves that create or destroy addressable demand. Ordered by commercial consequence.

4.1  Federal AI Policy v2.1 and the 15 December evidence cliff

The DTA published version 2.1 of the Policy for the responsible use of AI in government on 21 October 2026, alongside a purpose-built AI Impact Assessment Tool. Version 2.0 took effect on 15 December 2025 and converted the core controls from 'should' to 'must'. The phased deadlines all run from that date, and the final tranche lands on 15 December 2026 — 53 days from this report.

Eight mandatory requirements now bind every non-corporate Commonwealth entity, with the Defence portfolio and the national intelligence community excepted. The four that create work: a designated accountable official per agency; a public AI transparency statement; an internal register of every in-scope AI use case with a named accountable owner for each; and a completed AI impact assessment before deployment of every in-scope use case. Impact assessments must address fairness, safety, privacy, transparency, security and human-centred values, using the DTA's own tool. Foundational AI training is mandatory for all APS staff, and the register must be shared with the DTA every six months.

This is not a strategy engagement and should not be sold as one. It is inventory, classification and evidence production against a fixed date — finite, repeatable, and priceable per use case. Most agencies will reach December with a spreadsheet, no assigned owners and no completed assessments, because the policy arrived in tranches and nobody owned the last one. The commercial shape is a fixed-fee sweep: inventory, assign owners, run the tool per case, produce the evidence pack and the six-monthly DTA submission.

4.2  Whole-of-Government Cloud Computing Guidance, and the platform that is not on the list

On 21 October 2026 the DTA released new whole-of-government cloud computing guidance, two days before this report. It sits under the Cloud-First policy in force since 1 July 2026, alongside the six sovereignty tests published on 31 August 2026 for coordinated contracting arrangements: foreign legal reach, operational control, decision-making authority, jurisdictional control and transparency.

The pre-cleared list carries AWS, Microsoft, IBM, Oracle, SAP and Rimini Street. Google Cloud is not on it — now the seventh consecutive week this has been true in this pipeline. Direct contracting for specific workloads remains lawful, but the pre-cleared whole-of-government status is gone, and every agency with GCP workloads now has a position to defend in writing. Note also that Data Centre Panel 3, the route by which government leases data-centre space, is not covered by the six tests — a gap that will eventually be tested.

The product that falls out of this is a Sovereignty Position Assessment: map every non-listed workload, document the jurisdictional and legal-exposure position against the five tests, and produce either a remediation plan or a defensible direct-contract rationale. Vivanti's own GCP depth makes this credible rather than theoretical — provided the conflict is declared at the start, which converts it from a liability into evidence of independence.

4.3  The sovereign AI register — a procurement preference with unwritten thresholds

The Joint Select Committee on Artificial Intelligence wrote to the Prime Minister on 12 October 2026, signed by Labor chair Jo Briskey and Liberal deputy chair Senator Jonathon Duniam. Hearings ran in Canberra on 14 and 16 October and in Sydney on 20 October; the final report is due 30 November 2026, and the government wants the sovereign AI register introduced by the end of the year.

The recommendations that matter commercially: 'strong pro-Australian government procurement guidelines' leveraging Commonwealth purchasing power; a national policy for sovereign AI capability including domestic compute; critical AI infrastructure brought under the Security of Critical Infrastructure framework; and labs training models in Australia required to reserve compute and give security agencies early access to frontier models. The committee's own framing — that Australia must be 'not merely a consumer of AI technologies developed elsewhere' — is the political mandate behind the preference.

Commercial consequence
Every platform in Vivanti's partner portfolio is foreign-owned. Vivanti is not.
For the first time in this pipeline, Australian ownership is a bid asset rather than a footnote. The register thresholds are still being drafted — which means the narrative can still be shaped. Build it now: the Australian sovereign-delivery layer over foreign platforms, with data residency, model routing, assurance evidence and a locally accountable prime. By the time the register is published, the position will either be occupied or lost.

4.4  TGA rules 8 of 12 AI scribes are probably medical devices — and NSW has deployed $38.7M of them

The Therapeutic Goods Administration published its digital scribe review on 16 October 2026. It surveyed roughly 100 suppliers, received 40 responses and reviewed 12 products including those from Heidi, Lyrebird Health, Microsoft, Abby Health, Carepatron and iMedX. Eight of the twelve had functions likely to meet the medical-device definition. Not one supplier had classified its product as a medical device. The TGA states that some may be supplied in breach of the Act and has begun targeted, risk-based compliance activity. Products reviewed were not tested for safety, performance or privacy, and the regulator noted an apparent low awareness of regulatory requirements across the supplier base.

Set that beside the deployment numbers. NSW Health has funded $38.7M of AI scribes for up to 6,000 clinicians. Roughly two in five Australian GPs were using AI scribes according to an RACGP poll. Every health service that has deployed a scribe now holds an unassessed regulatory exposure and a clinical-safety question it cannot answer internally — and the same problem exists across private hospital groups and aged-care providers who never appear in this pipeline at all.

This is the highest-conviction new revenue line of the run, because it is short, fixed-fee and deadline-free but reputationally urgent: inventory deployed scribes, map functions to device classification, document intended-purpose boundaries, produce the risk file. It is also a conversation that lands better from a third party than from the vendor whose product is in question.

4.5  NSW AI governance — the attestation architecture is now built and the clock is running

NSW AIAF is mandatory from 30 September 2026, and Circular DCS-2026-02 requires every agency to appoint an Accountable Official notified to NSW GovAI within Digital NSW, register all AI use cases, and provide a signed annual attestation for the previous financial year to NSW GovAI by 31 October each year, endorsed by the Accountable Official and approved by the Agency Head, with the first due 31 October 2027. Generative AI is automatically classified as elevated risk. High and very-high-risk uses must go to the NSW AI Review Committee before deployment. An agency can request an extension for the first period, but only with a time-bound remediation plan.

The practical significance for Vivanti is that the first attestation, though a year away, requires a full prior-year evidence trail. Agencies that begin in October 2027 will be reconstructing a year they did not record. The sellable work now is the recording mechanism — a register, an assessment workflow and an evidence pack that survives audit — not the attestation itself.

4.6  The build-to-assure rotation is now confirmed by the labour market

The federal ICT market snapshot for 23 October 2026 shows 95 open opportunities across 23 departments. The 30-day trend column is the most useful single data point in this report: Analysis gained 10 roles to 22 — the largest increase of any category — while Management & Leadership fell 11 to 9, Architecture fell 7 to 7 and Testing fell 5 to 5. Development is flat at 25, and Services Australia alone holds 14 of those.

Government is hiring people who can interpret, evaluate and assure, and releasing people who run programmes. Architecture and programme leadership contracting is contracting; interpretation is expanding. This corroborates every other signal in this run — the TGA device ruling, the DTA impact-assessment mandate, the sovereign register, the NSW attestation architecture. The market has moved from building platforms to proving that what was built is safe, compliant and working. That is Vivanti's positioning, and it is being priced correctly by the market for the first time.

5. Consulting Market Intelligence & Industry Movements

Leadership, market structure and partner ecosystem signals from the past fortnight.

Leadership & People

  • Lucy Poole, DTA Deputy CEO for Strategy, Planning and Performance, is the public face of the AI policy v2.1 and impact assessment rollout — the most quotable federal voice on AI assurance right now.
  • Laura Christie PSM leads the NSW Office for AI within Digital NSW as Deputy Secretary and Government Chief Information and Digital Officer. Every NSW AI assurance conversation routes through her office.
  • Edward Santow chairs the federal AI Review Committee, which first met 26 June 2026 and published its advice on 7 October. It reviews high-risk and novel use cases before deployment and serious AI failures after.
  • Jo Briskey (Labor, chair) and Senator Jonathon Duniam (Liberal, deputy chair) co-signed the 12 October letter to the PM — the cross-party signature is what makes the sovereign procurement recommendation durable beyond the current parliament.
  • Andrew Charlton, Assistant Minister for the Digital Economy, confirmed on 8 October 2026 that the government has committed to legislating National AI Standards for frontier AI, with legislation expected early 2027.
  • Chris Fechner, DTA CEO, has moved to head the Digital Transformation Office; the DTA's Major Digital Projects Report 2026 remains the authoritative statement of the federal portfolio.
  • St Vincent's Health Australia convened its first national AI Clinical Council on 16 October 2026 — the first Australian health provider to institutionalise AI clinical governance at a national scale.

Market Trends

  • The evidence decade has started. DTA impact assessments from 15-Dec, NSW attestations from 31-Oct-2027, TGA device classification now, sovereign AI register by end-2026. Four regimes, one direction: prove it.
  • Incumbency is the default. 75.9% of expiring federal contracts return to the incumbent. Renewal campaigns must open 12 months before expiry, which makes the $122.2B expiring pipeline a calendar exercise before it is a bidding exercise.
  • SME participation is structurally capped at 8.2% of spend while SMEs are 95% of suppliers. Panel membership is the only reliable route past the ceiling — which makes SCM0020 category coverage a revenue issue, not compliance administration.
  • Labour hire is absorbing the consulting decline. Federal labour hire rose 51% to $3.52B while APS vacancy notices fell 35% and ongoing engagements nearly halved. Capability is being rented rather than hired or consulted.
  • AI procurement tripled but remains small. 109 federal notices named AI in FY26, up from 40, at a $25.3M floor (+205% by value). The figure excludes AI bought inside broader licences, so treat it as a floor that understates true volume by a wide margin.
  • Consultancy is systematically undercounted. Only 0.67% of notified federal value ($780M across 3,592 notices) is flagged as consultancy. The published total is not the real total, and any competitive analysis built on it will understate the incumbents.
  • Gateway season. Of 54 open NSW tenders examined by market analysts, the majority are panels and prequalification schemes rather than jobs. Missing a scheme is losing access to invitation-only work — the same urgency as a priced bid, with a longer consequence.
  • Federal portfolio context. 103 active or planned digital projects across 43 agencies, $9.7B combined budget with $5.9B already spent on technology — delivered increasingly through panels and in tranches rather than single large contracts.

Partner Ecosystem Intel

  • Google Cloud remains absent from the DTA pre-cleared register for a seventh week. Direct contracting survives; whole-of-government panel status does not. Every GCP proposal to a Commonwealth agency now needs a sovereignty paragraph.
  • Salesforce Public Sector Solutions, Objective RegWorks and Pega are named as preferred platforms in the Liquor & Gaming licensing RFI — a rare case of a NSW buyer naming its shortlist before the RFT. Whichever of these three Vivanti aligns with determines its position on a $15M-$40M programme.
  • Microsoft Entra ID is the named integration target at Sydney Opera House, with SailPoint IdentityIQ as the incumbent being displaced. The cleanest partner play in this run: incumbent for migration continuity, Entra for target state.
  • TechnologyOne appears twice in one council (Wingecarribee implementation plus migration) and again in Canterbury-Bankstown's estate. Local government ERP consolidation is a repeatable services market, and the services layer is where the margin sits.
  • Philips won the SCHN physiological-data capture layer (HFDE). The platform is taken; the data foundation, governance and model assurance above it is not.
  • Cloudflare is being consolidated at DCS as the edge security standard. Product buy, no advisory content — useful as a signal, not as a bid.
  • Snowflake holds IRAP across all three clouds including GCP Melbourne at PROTECTED, which remains the strongest sovereignty story of any data platform in the portfolio and the natural counter-argument to the DTA register position.
  • Mantel Group continues to accumulate partner awards across GCP, Snowflake, Databricks and AWS. Compete on assurance, partner on delivery.

6. Vertical Opportunities Map

Where the pipeline is concentrated, and what the shape of each vertical implies for coverage.

Public Sector (NSW + Federal)

The deepest and most immediate vertical this week: 14 of 29 leads, including the top two by score. NSW is in a compliance-heavy phase — AIAF registration, accountable officials, attestation architecture, SCM0020 category gates — while the Commonwealth works through its own AI evidence cliff on 15 December.

  • Live now: Liquor & Gaming licensing RFI (92), GSNSW semantic data RFT (84), Cyber Security NSW OSINT (80, closes Tuesday), Sydney Opera House IAM (82), NSW Police geospatial EOI (78), Sydney Trains RailSafe DXP (72).
  • The pattern: identity, evidence and data integrity. Not one of the six is a greenfield platform build; all six are remediation, migration or governance at scale.
  • Federal: AI policy evidence (15-Dec), cloud sovereignty position, and the sovereign AI register. Services Australia is the dominant buyer at 31 of 95 open roles.

Health & Aged Care

The highest-conviction vertical of the run, and the one where Vivanti can own the category before competitors notice it exists. Three separate signals converged in ten days: the TGA device ruling (16-Oct), SCHN's paediatric ICU data foundation (18-Oct) and St Vincent's AI Clinical Council (16-Oct).

  • Live now: eHealth NSW Rapid Patient Experience Survey (65, closes 3-Nov) — eHealth's only open item of 136 in twelve months.
  • The prize: AI scribe regulatory exposure across NSW Health's $38.7M, 6,000-clinician deployment, plus every private hospital group and aged-care provider. Eight of twelve reviewed products likely require ARTG inclusion.
  • Adjacent: clinical data foundations (SCHN high-fidelity waveform data), AI evaluation methodology (St Vincent's), and the $2.2B / 16-project federal health digital portfolio.

Infrastructure & Transport

TfNSW and Sydney Trains have become the most consistent NSW buyers of digital platform work in this pipeline — three platform procurements in six weeks. This is an account campaign, not a series of unrelated bids.

  • Live now: RailSafe DXP (72, 23-Nov), Point to Point Vehicle Monitoring (60, extended to 13-Nov).
  • Filed: Bradfield AMRF Workshop ICT Panel (panel, run to Aug-2027).
  • The pattern: safety-critical workflows, enforcement evidence and field usability. The common requirement across all three is auditability of data that will be challenged — legally in the P2P case, procedurally in the RailSafe case.
  • Federal note: Defence is 54.2% of the $122.2B expiring pipeline and 45% of Big Four spend. It is absent from Vivanti's live pipeline, which is a deliberate gap rather than a strategic choice — worth revisiting once clearance depth exists.

Tax, Finance & Services

Purely federal this week, and almost entirely about the AI evidence requirement rather than a tender. The commercial opportunity is a deadline, not a procurement notice — which means no competitor is bidding for it yet.

  • The deadline: 15 December 2026 — registers, per-use-case owners, impact assessments and foundational training complete across every non-corporate Commonwealth entity.
  • Buyers with the most exposure: Services Australia (most active federal ICT buyer, 31 open roles, heavy AI use), ATO (EY's largest federal relationship at $16M), Department of Finance (KPMG $10M), AEC (EY $20M).
  • Positioning: fixed-fee per use case, six-week delivery, evidence pack plus the six-monthly DTA submission. Sell to the accountable official, who now exists by name in every agency and has personal accountability for the answer.

7. Weekly BDM Playbook — Action Queue

Eight plays in priority order. Two are P0 with deadlines inside five days. Each carries a ready-to-send first contact.

P0 · Sell the 15 December evidence sweep — this week
Why now: Federal AI Policy v2.1 landed 21-Oct. Every non-corporate Commonwealth entity needs a use-case register, a named owner per use case, a completed AI impact assessment and foundational staff training by 15-Dec-2026. That is 53 days. Almost no agency has started, because the requirements arrived in tranches and the last tranche is the hard one.
Action: Build a one-page offer and a target list of 25 agencies scored by visible AI exposure. Lead with Services Australia (31 open roles, heaviest AI estate), then ATO, Finance, Health and NDIA. Approach the accountable official by name — they are now published. Price per use case, not per project: it removes the budget-approval delay and it prices the buyer's own uncertainty fairly.
Leads: DTA-AI-POLICY-v2.1 (86), FED-ICT-SKILLS (52), AI-GOV-SHOWCASE (40)
Partner positioning: None needed for delivery. Position Anthropic, OpenAI and Microsoft only as model-inventory inputs, never as the solution.
Subject: AI use-case register and impact assessments before 15 December Hi {name}, The DTA published Policy v2.1 on 21 October. From 15 December, every in-scope AI use case in your agency needs a named accountable owner, a place on the register, and a completed impact assessment using the DTA tool. Foundational AI training must also be complete. Our read is that most agencies will reach December with a spreadsheet and no assessments, because the requirements were phased and the final tranche is the one nobody owned. We run a fixed-fee sweep: inventory every in-scope use case, assign owners, complete the assessments in the DTA tool, and hand you the evidence pack plus your six-monthly submission. Six weeks, priced per use case, starting within a fortnight. Worth 20 minutes this week? Regards,
P0 · Cyber Security NSW OSINT closes Tuesday — decide bid or partner today
Why now: CSNSW/9599 closes 27-Oct-2026 at 15:00, four days out, with no extension visible. A multi-year threat-intelligence service across open, closed, dark web and social sources. This is the shortest window in the report and the second-highest-scoring tender.
Action: Make a bid/no-bid call today, not Monday. If Vivanti cannot prime, identify one threat-intelligence vendor and offer the ingestion, enrichment and evaluation layer as a subcontractor this week — a subcontract on a $2M-$8M multi-year deal is worth more than a lost bid. The winning requirement is auditability of triage decisions; lead with that, not with detection breadth.
Leads: CSNSW-9599 (80)
Partner positioning: Databricks for ingestion and entity resolution, Google Cloud for isolated processing.
Subject: OSINT capability - pipeline and evaluation layer (CSNSW/9599) Hi {name}, CSNSW/9599 closes Tuesday. If you are priming and have not locked the data pipeline, we can cover it. Our scope: heterogeneous source ingestion across open, closed, dark and social; entity resolution; triage prioritisation with a documented rationale for every escalation; and an evaluation harness that evidences detection quality to an auditor. That last point is where these procurements usually fail after award - the buyer can see alerts but cannot defend why one signal was escalated and another was not. Can we talk in the next 24 hours? Regards,
P0 · Respond to the Liquor & Gaming licensing RFI as the migration and workflow partner
Why now: RFI-2018189 was published 22-Oct and closes 20-Nov, with a decision on 18-Dec. Ten-plus licensing schemes, 1.8 million licences, 5 million historical records, an end-of-life platform, and a named shortlist (Salesforce Public Sector Solutions, Objective RegWorks, Pega) already visible. Whoever answers the migration and scheme-consolidation question shapes the RFT that follows.
Action: Respond as the data-migration and regulatory-workflow-modelling partner, not as a platform. Answer three questions no platform vendor will answer well: historical-record disposition (migrate, archive or retire, and how you decide), scheme-divergence reconciliation across 10+ schemes, and how AI-enabled capability gets introduced without failing an NSW AIAF assessment. Then approach the three named vendors with the response as a partnering asset.
Leads: RFI-2018189 (92)
Partner positioning: Salesforce Public Sector Solutions as primary; Databricks for the regulatory data layer and migration reconciliation.
Subject: Licensing transformation - historical data and scheme consolidation (RFI-2018189) Hi {name}, We are responding to RFI-2018189. Our submission concentrates on the two areas that determine whether this programme lands: disposition of the 5 million historical licensing records, and reconciliation of workflow divergence across 10+ schemes ahead of platform configuration. Both are decisions that cannot be deferred to implementation, and both are routinely under-scoped by platform vendors because they sit outside the licence. We would welcome a short session before 20 November to test our read of the scheme-consolidation constraints against your own. Regards,
P1 · Take the AI scribe compliance problem to every health buyer
Why now: The TGA found 8 of 12 reviewed AI scribes likely meet the medical-device definition; none of the suppliers had classified them as such; it has begun targeted compliance activity and says some may be supplied in breach of the Act. NSW Health alone funds $38.7M of scribes for ~6,000 clinicians. No health service has an internal answer to this.
Action: Write once, send to three: NSW Health / eHealth NSW clinical informatics, St Vincent's (which now has an AI Clinical Council that will need a methodology), and SCHN. Offer a fixed-fee AI scribe assurance review: inventory deployed tools, map functions to device classification, document intended-purpose boundaries, produce the risk file and a remediation position. Do not approach the vendors — approach the deployers, who carry the exposure.
Leads: TGA-AI-SCRIBES (76), SCHN-BIG-DATA (60), SVC-AI-CLINICAL-COUNCIL (44), HT26041 (65)
Partner positioning: None required. This is regulatory assurance and independence is the product.
Subject: AI scribe regulatory exposure - TGA findings of 16 October Hi {name}, The TGA reviewed 12 digital scribes and found eight with functions likely to meet the medical-device definition. None of the suppliers had classified their product as a device. The TGA has begun targeted compliance activity and states some products may be supplied in breach of the Act. If your service has scribes in clinical use, the question you now need to answer is which of them require ARTG inclusion, and whether the intended-purpose boundary in your deployment matches the supplier's claims. That is not a question the supplier can answer independently. We run a fixed-fee review: inventory, functional classification against the device definition, intended-purpose documentation, and a risk file you can put in front of your clinical governance committee. Would a 30-minute call next week be useful? Regards,
P1 · Run the assurance seam on the three big NSW platform bids
Why now: Sydney Opera House IAM (82), NSW Police geospatial (78) and Sydney Trains RailSafe (72) are three platform procurements where the platform is the commodity and the assurance layer is unclaimed. SOH explicitly requires a non-human identity roadmap; NSWPF requires defensible derived intelligence; RailSafe requires an evidence trail for a safety-critical workflow.
Action: Do not bid platform. Approach the likely primes — the identity vendors at SOH, the imagery vendors at NSWPF, the DXP vendors at RailSafe — and offer the assurance and integration architecture scope as a subcontract. One decision-maker conversation per tender, and the same pitch three times: the part of the requirement your platform does not cover, and the part the buyer will ask about at evaluation.
Leads: SOH-C1545 (82), YR-2026-0065 (78), WS5761160158 (72)
Partner positioning: Microsoft Entra ID at SOH; Google Cloud Earth Engine at NSWPF; a DXP vendor plus GCP at RailSafe.
Subject: Non-human identity roadmap - SOH-C1545 Hi {name}, SOH-C1545 requires a credible roadmap for privileged, external and non-human identities outside the initial scope. That clause is unusual in an IGA tender and it is the one most platform responses will handle in a paragraph. We build that roadmap as a standalone deliverable: inventory of non-human identities and their credential paths, segregation-of-duties design, audit evidence modelling, and the agent-credential control position that survives an audit. If you are priming, it is a natural subcontract and it strengthens the response where evaluation is thinnest. If you are not, we would still value the conversation. Regards,
P1 · GSNSW semantic data — lead with ontology, never with AI
Why now: P_2621791 closes 19-Nov, restricted to Advanced SCM0020 Category M suppliers, and explicitly excludes agentic AI, generative AI, LLMs and property graphs. That exclusion list is a deliberate statement about what GSNSW has already been pitched and rejected.
Action: Confirm Vivanti holds Advanced SCM0020 Category M — without it the bid cannot be accepted, so check before anything else. Then lead the response with ontology and GeoSciML credentials and a working sandbox demonstration. Use the words knowledge graph, controlled vocabulary and provenance. Do not use the words AI, GenAI or transformation anywhere in the executive summary, and note the exclusions explicitly to show you read the pack.
Leads: P_2621791 (84), SCM0020 (42)
Partner positioning: Google Cloud for the sandbox and BigQuery/Vertex natural-language querying; Databricks for the lakehouse beneath the graph.
Subject: GSNSW data transformation - ontology approach and sandbox Hi {name}, We are responding to P_2621791. Our approach is built on three things your specification prioritises and most responses will underweight: a governed ontology aligned to GeoSciML, controlled vocabularies that survive organisational change, and provenance that holds across 3D and 4D data. We have read the exclusions and we are not proposing agentic or generative capability. The deliverable is a cookbook your team can run without us, validated in a sandbox you can inspect before award. We would like to demonstrate the sandbox in a 30-minute session before 19 November. Regards,
P2 · Consolidate the council cluster into one campaign
Why now: Wingecarribee has two live procurements on one TechnologyOne programme (implementation closes 27-Oct, migration 10-Nov). Canterbury-Bankstown has two (routing 3-Nov, safety software 17-Nov). Blacktown has one (rostering 4-Nov). Five procurements, three councils, one repeatable services proposition.
Action: Approach each council once with a programme view rather than bidding each tender separately. For Wingecarribee, bid migration even if the implementation is lost — migration is where implementations fail and it is the narrow, winnable scope. For Canterbury-Bankstown, lead with the routing optimiser because the safety software is commodity. For Blacktown, lead with award interpretation, which is where rostering vendors fail in NSW local government.
Leads: RFT-T-2026-20 (55), Q-2026-59 (50), T12-27 (60), T08-27 (30), RFQ-2017950 (55)
Partner positioning: TechnologyOne at Wingecarribee; Google Cloud Route Optimization at Canterbury-Bankstown; a rostering SaaS vendor at Blacktown.
Subject: TechnologyOne CiA programme - migration and implementation (T-2026-20 / Q-2026-59) Hi {name}, Council has two procurements open on the same programme: the CiA implementation, closing 27 October, and the HR and payroll data migration, closing 10 November. We are quoting on both, and we would suggest assessing them together. In our experience the reconciliation work that follows a split award costs more than either scope, and it lands on the council rather than the supplier. Our migration methodology is the part worth scrutinising: source-data profiling before cutover, reconciliation sign-off per pay cycle, and a documented disposition for every unmapped field. Happy to walk through it before the 27th. Regards,
P2 · Build the sovereignty position before the register is published
Why now: Three moving parts in eight weeks: the DTA's new cloud guidance (21-Oct), the six sovereignty tests (31-Aug) with Google Cloud still absent from the pre-cleared list, and the Joint Select Committee's sovereign AI register recommendation with a final report due 30-Nov and government intent to introduce the register by end-2026. The thresholds are unwritten, which means they can still be shaped.
Action: Two moves. Externally, productise a Sovereignty Position Assessment and take it to five agencies with known GCP workloads — declare the GCP relationship up front so independence reads as evidence rather than conflict. Internally, write Vivanti's own sovereign-delivery narrative now: Australian-owned, Australian-accountable, foreign platforms routed and governed onshore. By the time thresholds are published, the position is either occupied or lost.
Leads: DTA-CLOUD-GUIDANCE (78), JSC-AI-FINAL-REPORT (82), SCM0020 (42)
Partner positioning: Google Cloud as the subject of the assessment, not the partner for it. Snowflake's IRAP across all three clouds is the strongest counter-argument available.
Subject: Cloud sovereignty position ahead of the AI register Hi {name}, With the DTA's new cloud guidance (21 October) and the Joint Select Committee's final report due 30 November, every agency with non-listed cloud workloads will shortly need a documented sovereignty position. The six tests are specific - foreign legal reach, operational control, decision-making authority, jurisdictional control, transparency - and a platform being absent from the pre-cleared list is a question to answer, not a disqualification. We run a fixed-fee Sovereignty Position Assessment: workload inventory, exposure mapped against each test, and either a remediation plan or a defensible direct-contract rationale. We should be explicit that we are deep in Google Cloud. We would rather declare that and be useful than pretend to be neutral. Regards,
